The only effective and sensible solution to improve Hitchcock Parkway is to change the design criteria to corridor improvement from capacity improvement. This would allow a three lane design that would provide two up hill lanes in all the up hill sections along with some turning lane flexibility.
The only major widening should be at both ends of the parkway to transition to Pine Log and U.S. 1. Certainly, this approach would cost a lot less than the $41 million estimated for the current design and would be less disruptive to the surrounding areas.
